This is the original document to the President of the United States of America as well as several other government personnel and officials. Please know that these identities were remove so that no prejudice could be formed against all members of the public housing management, KCHA or HUD officials. The truth is so much is going on in these developments and so many tenants are afraid to take a stand due to fear of eviction. I am taking this stand to prove that if you are a good tenant, regardless if you take a stand or not, one complaint about public housing or management you,your children and family will then become a target. Seek Legal Action under the Missouri Disability Fair Housing Act

My name
is XXX and I have resided at XXX, Kansas City, MO XXX
for the preceding year as a public housing recipient. I suffer from several
XXX disabilities. I also care for two children that are
mentally disabled as well. Because of our disabilities I and my children are
often confined on a daily intricate within the inner accommodation of our home.
We take a mast extent of medication and have been receiving medical, case management,
therapy and psychological health amenities for over ten years.
XXX, a letter from the Management of XXX Units
was delivered approximately after 3:30 pm and crudely positioned and left
within the exterior of my unit. The document and the contents thereof was
address to I the tenant XXX. The leading page of the document was
drafted XXX informing me that I was in violation of
my lease for non-payment of rent and that I had within 48hours to contact
management to resolve the dispute. That is 48 hours I would not be benevolent
to pursue. Immediately following the leading page of that document was an
additional legal form attached.
It was
an eviction notification allowing me and my children 13 calendars days to
vacate the premises and to inform me that Management- Housing Authority of
Kansas City of Missouri has terminated my lease due to a violation of my lease
and non-payment of rent in the grave mast amount of $68.00 + $5.00 late fee. A
grievance was also attached to that document to fill out and hand deliver to a
C. Riley in the legal department within three days if I wanted to dispute the
eviction and undoubtedly state within the small space giving to transcribe upon
DO NOT EVICT ME, overall in my opinion humble my belief and once again be
endured to go through more conceptual stress and distress at the hands of
management that has now become very clear that I am being harassed and housing
discrimination is being committed.
The facts below which will consist of video,
photos, receipts, accurate dates and times, witnesses, and documents will be
verification as proof as it has become painstakingly clear that these difficulties
will linger to arise unless legal ramification are conveyed about on all parties
involve and head officials step in to guarantee that no families, disabled with
a physical or mental handicap or in good health be subjected to this sort of heartache
as it is immorally erroneous and unjust and proves that management is
significantly in need of readjustments.

representative & employee of the Housing Authority of Kansas City, MO who
fraudulent deceived me out of a White matching Kenmore washer and dryer set,
King sized sleep number bed with new king size white mattress, Several crystal
sets, Vintage Oriental large patio umbrella and business black briefcase tote
with wheels. The bed frame and washer set was hand delivered to her home. The other items mention above she took
directly from my home. At that time I was presiding at XXX and she placed all items in her Cadillac.

I
initially encountered xxx through a call I received one day from the
management of XXX Apartments to view placement in one of the available
units for I and my children. Due to our disabilities the unit could not
accommodate us and he admitted that he had not had time to go over my file. He
was very courteous and apologized, and sought to find me a unit that would
accommodate us. He escorted me and my accompanied companion to his office and
contacted XXX and told her of my situation.
XXX and I conversed within the following weeks. She informed me of a unit
she had available that may accommodate my family and to come view it at
XXX Apartments. Upon viewing that unit I informed her that I had a
great deal of furniture and my living room or dining room would not fit. And
that I would have to downgrade significantly in order to occupy the unit at
Chouteau Court. This is where it all begins. After a lengthy conversation with
XXX and informing her I have no family in this state and of my personal
affairs she initiated aide. I do not own nor operate a vehicle or at the time
of meeting XXX. I was escorted there by my elderly neighbor who has
always driven me to all destinations I needed transportation to due to my
hindering situation. XXX
informed me after viewing the unit that she could come to my home to have me do
the paperwork for the unit to move in so that I did not have to come back out
in the cold and snow because of my medical condition.
XXX arrived at my home the following day after and upon entrance took
admiration of my living environment, she ask me to give to her all the items I
would not be able to move in with me because she had a daughter and grandchildren
that could use them. I agreed and we started the paperwork. Upon completion of
the paperwork she started observing items within my home, items such as my
sleep number bed which was noticeable upon entrance in my home due to the
bedroom being adjacent to the living room. She asked could she have it, the
briefcase and patio umbrella. I gave them to her and she took the top of the
king mattress with her and she placed all items in the trunk of her Cadillac.
She
stated to me she would have her husband and son come to pick up the frame of
the bed. They never showed. I received a called afterward from her requesting
to bring her documentation that I could have my utilities placed in my name and
turned on at the unit which I submitted and that is when she requested if I
could move the frame with me to the unit and they would pick it up from there.
She never returned to my home. I did have the movers move it to my unit which
inconvenienced me critically as I had to sleep in my living room because of the
weight and size of the frame occupied my room and I could not move a bed in the
unit for myself .
From the
first day of moving my family into the XXX unit she assigned, I and
my family was subjected to extreme and ongoing compromising situations that
kept us awake day and night that force me to call the police on several
occasions. There were gang gatherings in front of my unit, drug trafficking and
the neighbors above the unit had traffic in and out all throughout the night.
Due to my children’s disability it was becoming a dangerous situation. I
immediately involved their state workers and others who came out to witness my
situation and the worker drafted a letter to the housing Authority on our
behalf. On a few of those occasions my roommate which is primarily my
children’s caregiver due to my health and son’s condition went to the office to
complain and fill out a written statement. I contacted XXX and told her
about the situation and XXX arrive at my unit a day following and while
at the unit XXX she informed me that she could help me relocate
out of that unit and move me and my family to a dissimilar complex that would be much bigger and improved. This
time it totaled me my washer, dryer, and crystal sets. I had only been in that
unit one month and it had no stairs. I had to move me and my family once more
which I could not afford and it took a tremendous toll on my health.
She
moved me to XXX unit which has over 14 steps and told me to just endure
this. Because of the rigorousness of my disability I can’t climb that many
stairs and since this units bathroom location is up those 14 stairs, I now have
a weak bladder and have been placed on medication for that. It got my children
out of a very dangerous situation. They immediately moved me to a unit where a
tenant had just moved out with 8 children. They had not cleaned or painted the
unit. It was infected with roaches. It was so bad the roaches were crawling out
of the refrigerator. It was 3 days before they would send someone to remove the
freezer out of my way even after notifying them before moving in that I had my
own appliances. It was I and my family that cleaned, painted, patched holes and
ridded the unit of the bugs. I own very high-end antique affluent furniture
passed down to me through my deceased parents. My home is attractive and I keep
a very clean dwelling. I preserved furniture items that cannot be interchange
by any expanse of compensation.
We moved
in XXX January 1st, 2012. We hadn’t subsisted in XXX
a good 2 months and in the taciturnity of winter we were subjected to no heat,
over 10 maintenance calls for repairs to the unit and still no heat, compulsory
to sleep downstairs, run my oven and purchase heaters. We had not lived in
XXX 3 months before I had to call a repair in on my toilet. They sent
someone and the following morning around about 4:30am my unit was flooding so
severely from the upstairs that the water was impending out of the ceilings and
cracks of the walls destroying my property and possessions. The video and
photos speak volumes. I had to call the fire department. They could not even
stop the flooding of my unit. It took maintenance hours to respond even after
several calls and I calling XXX at around 6:00am which the fury in my
voice can clearly be heard on the video. They showed up hours later. They
rigged my toilet and vacuumed up the water and emptied the water out of the
light fixtures. They did not replace one thing. They did not offer to move or
reimburse for none of the damage triggered or attempt to fix one single item
within that time. The putrefied toilet is still in my unit.
They unjustly mistreated the entire incident
and immediately after contacting XXX with such anger and days going by
without anyone from maintenance returning to my unit the tiles on my floors
starting bubbling up, the flooring became uneven, squeaky and dangerous and the
smell just unbearable. I called management of XXX, XXX and
requested a refund of all my money and to compensate my moving, I stated I was
contacting the news. I called the director of Housing Authority. I made a
threat to sue them.
It has
been one incident after the next. Starting with repeated uncaused errors of the
same letters being repeatedly positioned in my door that important papers and
documents are missing from my file and if I don’t come to the office within a assured
amount of time giving I will mislay my housing. I show up to the office each
time only to be told “oh XXX we made a mistake it want happen again. We
have everything we need and it happens again.
I get an
additional letter threating to evict me. My gas is off. I am told to come to
the office. I go there with all my bills and receipts as proof it was not of my
negligence to XXX. After viewing each bill and receipt she states
don’t worry about the notice just get it situated and go to the main utility
office. I still had no heat in my unit and still paid $700.00 in the case they
would still try to tweak a faulty eviction. The gas company has come and shut
off the flames to my water heater twice because of gas leaks and changed the
outside meter for me because of maintenance neglect. They also cautioned me and
left two red tags for management asserting the dangerousness of that water
heater and that it had flames that rolls out and burn. The gas company stated
the severity that it can explode and injure my family. It is still in my unit.
My
children and I had no heat for the winter from the central unit in my unit. My
gas bill was so high from the use of an oven. I paid it. Finally we are in the
month of July 2012. My children take medication that can kill them if exposed
to a certain degree of heat. I take over 8 medications and my children over 6.
It was so hot and unbearable in my unit I had to find one place after the next
to go. I had to put in so many complaints until lastly management-XXX
shows up to my unit and tell me they are going to purchase me a new unit. They
only replace the outer unit. She asks me could I find somewhere to stay until
they finish installing the unit. They did not move me or my children to a hotel
or temporary housing. It was my sole responsibility to figure a way around
which was rather sad considering the heat index outside and inside my unit.
July 2012 maintenance came out again after the new unit was put in and after I
had to call in again. Maintenance took the temperature at every vent and noted
on the maintenance form that the air velocity upstairs was weak and on that
form he stated to management a contractor needed to be sent in. I have the
written copy.
To the
date of this letter it is winter again and six months later January 2013 there
has been no contractor, no unit transfer even though one was put in, there is
still the mold from the water damage, still no heat upstairs. The list goes on
and on. I have mentally disabled children one whom has been hospitalized over
30 times. I suffer from chronic severe day to day pain and take so much
medication it’s a wonder I can function at all. Mentally and physically
management-Housing Authority has sent me through a great ordeal and I can
imagine if it has been done to my family then there are more. I have had
enough.
I have been giving 13 days to
vacate due to failure to pay rent. I have been told to ask you not to evict me.
I will not ask
of you to grant anymore suffering to me or my children. I will not ask of you
anything accept the decency to allow me
adequate time to find a place for me and my children to live and it cannot be
did in 13 days. I will not stop until this is heard in court. You have caused
me severe emotional and physical distress and I have had to move me and my
children more than I have ever being a tenant of public housing. My children’s
disability as well as my disability is of total disregard to this management
and as a mother who deeply loves her children you will not keep conveyance upon
me such despair. It is not your job that you are doing. You are disrupting
lives for your own gratification.
Since
moving here I have every receipt to prove that not only did I pay my rent. I
often paid a many times over the amount to try to stay ahead. I always tried to
not be behind. If I got the money order a day or two late after the seventh day
I sent way over the late fees and the records will show you just credited my
account over to the next month and I have never paid a late fee. I contribute
none of the above statements as a cause for being late with my rent. I have
always paid my rent to public housing. I have never been a problem. I go to
college and have a very hard job of caring for mental disabled children’s along
with my disabilities. This month my
children had the flu. I got the flu and became very ill. I had stop taking my
meds over the last few months and honestly forgot to pay my rent. I did pay not
$68.00 but $70.00 on one money order and an additional $35 money order for the
late fee. My record will show that I have paid management of my public housing
unit the year I have been here. Public housing management is more concerned
with a way to get rid of me instead of just giving me a warning to come up with
a better payment solution. I have never been giving one warning concerning any
problems with my rent since I have been here and yet I have been giving 13 days
for me and my children to vacate. I have never been evicted. I feel humiliated
and insulted. This eviction warrants more than just a grievance. Those were not
words just on paper, that is someone’s life and that someone is a mother that
has supported and taken care of two mentally disabled children on her own for an
extensive time without any housing assistant from the government. Management of
XXX has demonstrated that fair housing and the right to not be
discriminated against or harassed is not a law of the government but a law they
can ignore for any minor or giving reason they deemed adequate.
If
taking the interval to assure a letter is drafted to end my lease due to
violations in a 13 day period without any warnings, reprimands or any sort of
notice. Look over my file and the evidence and asked: Is this about a late
payment or the person that submitted the late payment. I will tell you this,
it’s about my rights and my two mentally disabled children’s rights and they
have been violated. Housing Authority employees are taking valuable property
from these unfortunate families and when faced with the reality that they are
about to get caught they are unjustly and with menace hurting the families and
children’s with no regards to who it affects. It has affected me. This eviction
is not about rent, it’s because of your personal endeavors. This letter is not
about suing XXX for the return of monetary gain or all that I
have had to endure over the previous year. This letter is to inform you I will
be seeking legal action for the sake of my children, harassment and
discrimination as well as others. I have a great support system and all
documentation ready to present. * For accurate dates, times, photos, videos

11-30-2012 at midnight. I was never giving another lease. I have never had a
late fee payment charged even when I paid it. Pay close attention to each
monthly rent invoice to collect rent instead it was credited and it reduced my
next month’s rent.
