Creating a designated off-leash space that feels safe for dog owners supports the Victoria Animal Control Service's stated goal of "voluntary compliance" with off-leash bylaws.
The lack of adequate options for off-leash parks in the Fernwood area is leaving a significant portion of the city's dog owners under-served.
