These complaints deal directly with the quality of work being performed and failure to address the issues and complete work as required. These failures include but are not limited to removing snow and ice from the city streets in a timely fashion; removing of these same materials and hazards correctly and completely; monitoring and fixing deficiencies as they arise; and in specific cases completing these tasks for certain special residents. The failure of any organization falls directly on the shoulders of those in charge. In this instance the Highway Department Foreman, Frank Vito, has failed to diligently execute the duties of his position and should be held accountable.

It is the belief of the citizens of Hazleton that the Highway Department, under his leadership or more accurately the lack thereof has caused the city to continually spend tax dollars on work that is not being completed or being completed substandardly.

The citizens whose names appear in support of this petition call on our elected representatives to address this problem by:

1. Suspending the Highway Department Foreman until such time that he provide substantial information to satisfy the requests found in #2.

2. Compel Highway Department Foreman Frank Vito to show why the duties of his position and that of the Department that he heads are not being fulfilled and provide his qualifications for holding the position of Foreman.

Additionally, the residents of the city would like an explanation as to why when the majority of streets of the city were neglected, the street and alley around his residence were cleared as if it had not seen winter weather all season and the fact that the condition of the street and alley around his residence are free of potholes and other road deficiencies.
