Authoritarian emergency solution no way to contain aboriginal child abuse

Among the changes are: compulsory medical checks for children, alcohol and pornography bans, quarantining of 50 per cent of welfare payments to ensure the money is spent on essentials, and an end to the permit system which restricts access to Aboriginal lands.
