The lack of "local competitors," narrowly defined by Army and Air Force Exchange Services as "a retailer doing business in the community where the Exchange is located," at overseas and deployed locations has created an environment where it has become acceptable for service members and their families to be gouged.


AAFES continues to avoid addressing with customers at overseas locations that online retailers such as Walmart.com, target.com, Amazon.com, bestbuy.com, Sears.com, toysrus.com, and babiesrus.com are increasingly becoming service member's retailers of choice while stationed overseas. AAFES has in essence created a monopoly by refusing to recognize online retailers as local competition. Hundreds of thousands of service members and their families are forced to purchase products from AAFES at often increased or exaggerated prices, when compared to other retailers, because of the archaic AAFES Price Match policy.

This petition has been created to demand that AAFES immediately and without reservation mirror the Navy Exchange Low Price Promise Price Matching Policy, which in 2013 incorporated changes to recognize the growing number of customers shopping with online retailers and give them an opportunity to get the best price on available products sold at Navy Exchanges worldwide.
