I have been in the CDCR system for 20 years. My understanidng from Native Americans Inmates who have undergone the Parole Board are usually denied a realice because of lack of community support, employment and living arrangements. This is not the case for Temothy Cafferry because he has much support in all those areas. Based on his long history of mental and physical trauma (abusive behavior by his step father), he needs rehabilitation and not further punishment; 27 years is more than enough restitution for the crime offence given the abusive and traumatic circumtances. |
