My husband was born near Alexandria and lived there until we married and moved to Colorado so I could find a job a few years ago. I know that "everyone knows everyone" in South Dakota and that it is difficult for you to commute Mr. Caffrey's sentence under the circumstances.
But I ask that you do what is right and commute his sentence.

H e has suffered enough in his life. he suffered before he ever went to prison, by the abuse at the hands of his step father. Its not right he killed his stepfather but understandable and Timothy was only 17 years old.
He would never have been given to such an abusive man as a baby , if Timothy were not Native American, and if Native Americans had more sovereignty.
As a person of Native American heritage i sympathize with Timothy. |
