Amending Chapter 419 would expand residential choices and options for individuals and their families. Parents and families will finally know that their adult “child” will be taken care of when they are no longer able to help. Up until now, one of the major problems in advocating for individuals with developmental disabilities is that there have only been two greatly conflicting extremes….polar opposites. There are the “inclusionists” and the “institutionists”, and both have their own value based upon an individual’s need… however, we all know, one size does not fit all. SB 1124 and HB 371 create an opportunity and a common-sense middle-ground. It’s for people who don’t belong in an institutional setting but may not have the skills necessary to prosper in a greater community setting. The proposed amendment of Chapter 419 would allow for the development of Planned Residential Communities, similar to the popular 55+ communities, which are specifically designed to address the unique and holistic needs of individuals with developmental disabilities. SB 1124 and HB 371 is consumer and family-driven and will provide a significantly higher quality of life for individuals with developmental disabilities. It will also provide peace of mind for the aging parents and families of these individuals. This amendment is cost-neutral. Many of the proposed communities are faith-based and will be supported by local community donations and volunteers and may actually save the State money. Amending Chapter 419 would clearly allow for the development of Planned Residential Communities and eliminate the potentially highly restrictive interpretation of the current language.
