The petition
When a debit card is used to make a purchase, some credit card companies used by common merchants (i.e. gas stations, restaurants, etc.) charge not only the amount of the bill, but also an additional amount.
This additional amount can be a small sum, or can be higher than what you paid for. Buying $30 of gas might get you a $75 charge as a "holding" on your checking account, i.e your actual cash.
These credit card companies are holding this cash from thousands of people at a time, earning interest over a few days (most commonly during the weekend, when nothing can be done at the bank) while you are short that amount. While the interest of a weekend for $X might not seem like a lot, multiply that by the thousands of victims, and it becomes a profit.
Credit card companies should not be allowed to hold customers cash assets for any amount of time, as it may just disrupt someone's life (aka, bills, other expenses) for the sole purpose of making money.
