The petition
The USFS is considering a change to the current ANILCA use of the Stikine River. This change would NO LONGER afford users of the River to gather in groups larger than 12 people. ANILCA at this time protects these gatherings under "Traditional and Customary Use" and should not be changed. The residents of Wrangell and Petersburg have for generations protected the Stikine River, Lived and Played along its shores, and have gathered in groups much larger than 12. Limiting the gathering size will completely disregard the "Traditional and Customary" use of this River. It would be an economic burden on a community that revolves around life on the River by the decrease of revenue through Fuel, supplies and boats. The people of these two communities police and protect the River much more efficiently and consistently than any Government agency could hope to. Which brings the question of Enforcement to the spotlight. This ruling would be unenforceable and up to the changing whims and discretion of individuals through changing administrations. It is unfair, unnecessary and quite frankly Ridiculous.
