MISSOURI'S TAX SYSTEM IS BROKEN...
It’s INADEQUATE
Budget cuts due to insufficient revenue are hurting all Missourians, but especially the most vulnerable - children, seniors, the ill and disabled.Our public schools, health care, children & family support services, mental health care, higher education & disability programs cannot be maintained or improved under our inadequate, broken tax system. Our tax system does not raise enough money to meet the needs of the state.
It’s INEQUITABLE
Our tax system does not require everyone to pay their fair share. Middle & low-income Missouri families have a higher total tax burden than wealthy families.
The tax burden of the lowest 20% in income of Missouri taxpayers is 9.9%. The highest income taxpayers’ burden is only 5.3% — nearly half that of the poor. (Source: Institute on Taxation & Economic Policy. Percentages are based on net state & local taxes after federal itemized deduction offset.)
It’s OUTDATED
Missouri’s individual income tax brackets are graduated only up to $9,000. This $9,000 figure was set in 1931 (over 70 years ago).
Above $9,000, all taxable income is taxed at the same 6% rate. These brackets and rates were set in 1971 (over 30 years ago). An income of $9,000 in 1931 is equal to an income of $551,764 in 2003---more than a half-million dollars!
To provide adequate revenue for human needs, education and public services, and make our tax system more fair and equitable, we need an equitable restructuring of our state tax system, beginning with a new graduated individual income tax structure.
