This is in part due to the large amount of outsourcing being done. The civil jobs that are filled are mostly applicants with some sort of priority status, such as veterans and military spouses. Although these programs are doing a great job of promoting those demographic areas, scholars with no military affiliation are left out when the referral list is created for hiring managers. This is a great program and I am anxious to see it implemented. |
