It is incombent on the Council to rapidly implement legislation to give some protection to strays and waifs. (nb Very serious consideration ahould also be given to the laws regarding the welfare of 'factory farmed/intensively reared' animals. ASll sentient creatures should, morally, be given recognition/protection, under the law. |
