Given that history has shown that the free market hwill not regulate itself action is needed to address an ever increasing problem. Advertisers are presenting product with prices that do not reflect the true price of products. It is common practice to advertise the price of products after rebate. In most cases unless the consumer is very vigilent in pursuing the rebate they will not receive it.
It is a very common practice for rebate companies to put unduly complecated requirements and short entry deadlines to prevent paying out the rebate due. It is also very common for rebate request in total or documentation to be lost. These acttions are clearly intended to shirk their finacial responsibilities.
We therefore propose that a floor success rate of at least %30 pay out of rebates must be met in order to advertise prices after rebate.
