Pulaski Township, Pennsylvania Residents:


The emergence of natural gas exploration and harnessing through the hydraulic fracturing process has been rapid and unpredictable over the last year. While most can agree on the importance of energy independence and economic growth, it should not come at the expense of the individual rights and liberties of Pulaski Township residents. The process of approving well pad locations and regulation of drilling activities requires significant revision and MUST be inclusive of public opinion.


NO ONE SHOULD BE FORCED TO ENDURE THIS LEVEL OF INDUSTRIAL ACTIVITY IN CLOSE PROXIMITY TO HIS OR HER PROPERTY!


It has become apparent in recent Township meetings:


· The public opinion has been silenced.


· The “fracking" industry has a louder voice than Pulaski residents.


· Many of the most important decisions regarding fracking in the Township are made by only two supervisors, as one must remain silent due to a conflict of interest.


· In rendering permit decisions, Township officials have neglected to consult academic and legal experts, seek out guidance from other communities in similar situations, or consider the environmental and safety impact on the entire community.


· A Health Impact Analysis has never been completed and is not even under consideration.


· Recent, credible evidence surrounding the incidence of safety issues (fires, explosions, earthquakes, etc.) has been too easily disregarded.


Additionally, the Township has failed to keep up with this emerging industry as evidence by out-of-date and inconsistent zoning ordinances. The most recent revision of the ordinance was completed in 2002…13 years ago! Much has changed since and responding to this level of industrial growth in the Township demands more attention and urgency.


The current process is broken and the good people of Pulaski deserve better. By signing this petition, you are simply drawing attention to a current community problem and establishing an expectation that Township officials will:


· Decline to approve any new well pad permits until a new zoning ordinance is created and adopted.


· Endorse the creation of a special committee inclusive of community representatives, academic experts, legal consultants, and environmental specialists. This committee will serve to provide guidance on all matters concerning fracking in Pulaski Township, including input to zoning ordinance creation.


· Adopt a new written guidance plan specific to drilling permit approval and well pad location.


This is simply the first step in holding our elected officials accountable for their decisions and demanding the adoption of a responsible, balanced, comprehensive plan moving forward. By signing this petition, you are not obligated to take any further action.


We are just asking for your signature and support if you believe a more responsible, organized plan is required to address these concerns AND our elected officials should be held to a higher standard!
