Parking Fine Refunds

The number of fines issued for parking and moving traffic contraventions has escalated out of control to produce a nice little stealth tax of over £1 billion a year.

Councils in pursuit of these rich pickings have become reckless and cavalier in their enforcement and many have shown complete disregard for the law.

Now, in support of this position, the Department for Transport (BBC 29th May 2008) stated that councils should seriously consider refunding motorists wrongly fined.

Parking Appeals.co.uk is leading the way in the fight for refunds for motorists across the country.

With this in mind we have launched a petition which you can sign and pass on to friends and colleagues to sign.

We will then be able to keep everyone who signs fully informed of our successful restitution cases and show how they too can begin the process of getting their money back.

This petition is to the Prime Minister.

We the undersigned petition the Prime Minister to ensure that all local authorities (including Transport for London) refund to motorists all fines that have been issued unlawfully (whether from non-compliant paperwork or unlawful signs and lines) for either parking or moving traffic contraventions.

We further insist that any surplus ‘unlawfully derived income’ should be given to charity (after all efforts to trace the motorist have been exhausted).

Any ‘unjustly enriched’ councils refusing to refund must be investigated.

17 AnonymousFinances today re atight enough without local authorities using their, Government backed, powers of abuse to extract money fromthe citizens of this country. Day after a day, another of our human rights is being stripped away for cash. This is a scandal fro the Government and I ask you, Mr Gordon Brown, to right this injustice!

19 AnonymousI think it is digraceful that my partner, carrying 3 other workers into London, thus working towards a cleaner environment, has been fined over £200 in the last month for either dropping off workers or unloading heavy tools. How does this aid our commerce?
20 n. brookI have many examples here in Barnet where the council is taking the piss.

24 Anonymouswe fully understand what DPE is and that councils are there to collect as much revenue as possible from ordinary citzens.
25 AnonymousI simply refuse to pay these ridiculous fines. This is what we all must do, without exception.

27 Anonymousi have been fined twice as well as clamped in the last two years...having to pay over £200 for both the fines is ridiculous and the councils are making millions out of this
28 Anonymousi'm appalled at the amount of revenue councils and wheel clampers are making from innocent motorists

31 Helen VillalobosI am very concerned by the punative and overzealous application of penalty tickets. Additionally, the very narrow grounds to contest these charges and the complex, lengthy and unhelpful process put in place to appeal, which loads the odds against the motorist. I feel that first time minor infrigments ( eg only slightly entering a box junction for a matter of seconds, and not causing traffic blockage) should recieve a warning, if there is a second offence then the penalty charge should be issued. A whole penalty charge 'industry' has developed, and I am concerned that this has become a lucerative and unaccountable sideline for local councils. They need to be far more explicit on their parking fines policies, put in place a ' first offence warning system', ask their attendants to use reasonable judgement, display their parking signs more prominently. Can the council parking servies produce evidence that these fines makes our roads any safer?
32 HUGO MONTEROMy neighbour is a warden, and I don't usually finish unloading my car before I get one of them to fine me. THAT's EFFIENCY, Portsmouth.

34 jaime Villapenalty fines are killing small businesses like mine. there is a lack of parking facilities, and the overzealous issuing of these penalty fines for minor infringements

38 Charles SearsIt's time the councils were held accountable for their over zealous treatment of motorists, they seem to be getting away with murder.
39 AnonymousIt is indeed very stressful to received a PCN especially when the alleged contravention is unenforceable, let alone paying the fine with my hard earned money.
40 AnonymousThe police do not investigate because in some areas they are still involved in issuing unlawful parking tickets; this may be malfeasance and should be investigated by an independent body with the powers to prosecute.
