Olli Rehn bővítési biztos az Európai Parlament külügyi bizottsága előtt előzetes értékelést mutatott be Romániáról. Értesüléseink szerint a bővítési biztos meglátása az, hogy a Romániában élő magyarok helyzete minden szempontból kielégítő. Könnyen megtörténhet, hogy a májusi országjelentésből kikerül a kisebbségi kérdés, ennek komoly következményei lehetnek: az a bizonyos fokú előrehaladás, mely jelen pillanatban érzékelhető, teljesen megszűnhet, amennyiben az Európához való csatlakozási folyamatban a magyar kisebbség ügye ezután nem szerepel.
Romániai magyar nemzeti közösségünk megoldatlan kérdései közül az alábbiakban a legfontosabbakat említjük:
– megfelelő kisebbségi törvény hiánya
– a közoktatás megoldatlan kérdései: anyanyelvi szintű román nyelvvizsgák, Románia történelmének és földrajzának román nyelven való oktatása
– Székelyföld területi autonómiájának hiánya
– a csángó-magyarok anyanyelvhasználatának akadályozása
– a magyar nyelvű egyetemi oktatás nem kielégítő volta
– az állami magyar egyetem hiánya
– az egyházi és közösségi ingatlanok visszaszolgáltatásának akadályoztatása
– a fejlesztési régióknak a magyarság számára hátrányos kialakítása, a történelmi területi felosztások semmibevétele
– a magyarlakta vidékek tényleges kétnyelvűségének hiánya
– regionális pártok létrehozási lehetőségének hiánya.
Alulírottak, meg vagyunk győződve arról, hogy a Romániában élő magyar kisebbség helyzete a legkevésbé sem kielégítő. Arra kérjük a bővítési biztos urat, hogy értékelje át a romániai magyarság helyzetéről megfogalmazott álláspontját, és járuljon hozzá ahhoz, hogy az itt élő kisebbségek helyzetfelmérése a továbbiakban valós legyen. Kérjük, hogy a romániai magyar kisebbség ügyét tekintse az országjelentés kiemelt témájaként mindaddig, amíg a fent említett komoly hiányosságokat orvosolja a romániai kormány.
Olli Rehn, Commissioner for Enlargement of the EU, presented his preliminary analysis on Romania to the Commission of External Affairs of the European Parliament. As we see it the Commissioner for Enlargement considers the situation of the Hungarian minority in Romania satisfying in all its aspects. There is a strong possibility that the questions regarding the Hungarian minority will not be mentioned in the state of the nation report in May and this can have dire consequences: the slow progress currently in motion could come to a complete halt, if the Hungarian minority question will seize to be a factor in Romania’s process of joining the EU.
We would like to point out certain unsolved, discriminating, unacceptable problems regarding the Hungarian community living in Romania:
-lack of a proper minority legislation
-unsolved issues of the public education: lack of the possibility of the Hungarian pupils to study the subjects of Romanian history and geography in Hungarian language
-inexistence of a Hungarian state-financed university
- the level of the Hungarian university education is unsatisfactory
-lack of cultural/territorial self-governance
-the oppression of the Csángó-Hungarians to use their mother tongue, the Hungarian
- process of returning the illegally confiscated church and community properties is totally unsatisfying
-the creation of euro-regions without taking into consideration the traditional geographical divisions which places the Hungarian minority into a discriminating position
- lack of a real bilingualism in the regions where Hungarians live
- lack of the possibility of founding regional parties
We, the undersigned are confident that the situation of the Hungarian minority in Romania is not in the least satisfying. We strongly urge the reconsideration of Mr. Olli Rehn’s opinion and ask him to create and present a fair and real analysis of the situation of the Hungarian minority in the future. We request that the issue of the Hungarian minority in Romania be and remain a serious topic of the state of the nation report until the Romanian government manages the serious issues mentioned above. |
