The impact on immediate neighbors is appalling to contemplate. Rest areas do not belong anywhere near residential areas; both for the safety of the homeowners and their children, as well as impact of the extra noise and lights. It is an
unsupportable burden to put on people who were already living there and are NOT benefitted in any way by this rest stop. |

| 205 | Anonymous | ODOT should acquire the compromised properties for the fair market value plus consideration for the potential future appreciation that the current owners will be denied. Additionally, compensation for the adversity these owners have, and will, endure should be a non-negotiable item. Furthermore, ODOT, and/or other suitable public agency, should: 1) assist in locating comparable and/or acceptable replacement property/residences, and, 2) compensate for moving to new residences for the displaced owners. (Any owner who might be in a distressed financial condition, due to recent property value losses, should be given appropriate financial review, and assistance given, given that they may be forced to sell in less than optimal market conditions and could be headed for negative financial outcomes.)
The expense represented by these requirements should have been, if not already, in the budget for this project.
You cannot operate as the public agency, ODOT, in a vacuum where public impact of your actions are not assessed and acted upon in a judicious manner. |
