The petition with signatures will be sent to the United States Department of State Secretary Mr. Colin Powell on June 20, 2004, World Refugee Day appealing the basic human rights of Albanian Immigrants!_________________________________________________
On Friday, January 23, 2004, many Albanians organized by the New Albanian Generation Organization gathered in front of the United Nations to protest against the Greek Government and Authorities, which have continuously mistreated and even killed Albanians on the Albanian-Greek borders as well as on the Greek soil. The most flagrant case is the killing of a teenager, Vullnet Bytyci, on the Albanian-Greek border. We appeal as follows:
1. The Greek Government and Authorities should immediately and irrevocably stop the killing and torture campaign against the Albanians, who are contributing for the Greek economic prosperity making an honest living in the Greek soil.
2. The Greek Government and Authorities should take all the necessary and immediate legal and administrative measures to secure compliance with its ratified international laws and institutions' measures. It is unacceptable for an EU-member-state to persist the killing and torturing of Albanian immigrants and on the other hand, to expose itself as the country where all the immigrants rights are righteously respected. Greece is the only fanatic country within EU, which blindly persists of not having minorities in its own soil, when in fact it does. A part of the blame is to be put on the European Union Institutions and Administrative Bodies, which permit this short-sighted policy being applied on the poor Albanian immigrants. By indirectly accepting this attitude of the Greek Government and its administrative bodies, EU Institutions have become part of the problem and they share the same responsibility as the perpetrator itself. This is why we appeal on the USA to vigorously intervene and definitively put an end to these prolonged sufferings by the Albanian immigrants, who get killed and/or tortured on the Albanian-Greek border and/or on Greek soil.
3. We appeal on the honest Greek people and internal and external organizations to express their concern on this disguised apartheid towards the foreigners, especially Albanians. A flagrant example is Greece's retaining of the "Law of War" with Albania enacted in 1940; the conflict time between the two countries. The Albanian Parliament has invalidated such an absurd law, while Greece has not done so to this day, even though Greece is an EU Member and claims of being an example of a democratic state, where the human rights get special protection.
4. We appeal on the Albanian immigrants in Greece to ask for their basic human rights and stand up for their beliefs. Albanians in and outside Greece should become fully aware of their vital need for self-protection against persisting injustice perpetrated by dangerously-premeditated Greek Government and administrative organs actions. If Albanians are forced to self-protect, they will do that at any costs.
5. EU Institutions should play a vital role in persuading Greece in its non-compulsion of committing brutal killings and/or tortures. They should insist that Greek judicial organs fulfill their constitutional obligations in punishing the perpetrators irrespective of their being private or official ones.
6. We appeal on the Albanian Government to forcefully denounce such actions, as they undermine the good will of our people to live in peace. With its slowness, the Albanian Government has aggravated the situation and become part of the problem where it could have helped to ease this threat and possibly resolve it instead. The Albanian Government has all the authority to insist before EU and other internationally recognized institutions for Greece to stop this brutal wave of killings and/or tortures. The International Community should know the true face of a self-democratically proclaimed country such
as Greece. In the absence of the official Albanian Government reaction, we are fully committed to doing it. We cannot let Greeks violate the rights of Albanian immigrants, irrespective of their economic need to immigrate in the Greek foreign soil.
