CIF Rule 207 States: "No student should be eligible to participate in the same sport at two different schools in then same school year".

As a result of Rule 207, CIF ruled that Troy High School had to forfeit all of the games that Tommy played and that Tommy is suspended from playing football for a period of one year!

The CIF ruling to penalize Tommy from playing football at Troy High for a period of one year is wrong. Tommy and his family followed the rules in good faith. They did nothing wrong! They relied on the district, school and coaching staff to instruct them on procedures. Tommy participated in spring work-outs after the transfer to Troy from Fullerton was approved. This was a school administration and coaching error. Tommy should not be held accountable since he did not consult with CIF or any outside parties and solely relied on the advice of Troy High School.
