The death penalty is one of the most challenging issues of our time. The policy of capital punishment - the ending of a human life in pursuit of justice - demands the highest level of scrutiny. Such a punishment must result from a fair judicial process which guarantees the protection of innocents and serves to better protect and improve our society.
There are a growing number of reasons to be concerned about the fairness of Indiana's death penalty. Reports from both Indiana government agencies and outside organizations have raised troubling questions about the high-cost of Indiana's death penalty; racial, geographic and economic disparities; inadequate standards of DNA testing and storage; and the uncertainty of any deterrent value.
These questions demand answers.
We, the undersigned, believe that, given the growing causes for concern, there should be a moratorium on executions and the establishment of a study commission with the mandate of addressing these issues and determining appropriate remedies.
