To Members of Congress:

Tens of millions of Americans are unemployed or underemployed. Basic needs are not met. These conditions unravel the social fabric of our United States. To correct the disparities, we herein call on Congress to adhere to Franklin Roosevelt's "Second Bill of Rights" and to seriously consider the provisions of H.R. 1040.
