Ban all cell phone use while drivng

The petition

The signatures below recognize that studies to date demonstrate that use of cell phones (hands free included)while operating a motor vehicle puts driver's at 4x's the risk of being involved in a crash which statistically equal to "driving while Intoxicated". There for we are asking the FLorida legislature to pass a bill banning use of all such devices as a primary offense with separate penalties for driving while using cell phones or texting apparatus (hands free included) and causing a "crash" while using a cell phone (hands free included).

Furthermore we wish any introduction of such a bill in the legislature to be considered amendment free and unencumbered.
