The petition
TO ANIMAL SERVICES AND THE MUNICIPAL GOVERNMENT OF HALIFAX, NOVA SCOTIA:
Public safety is important to every community. However, animal control should not be carried to extremes due to hearsay and unfounded fears, nor should an animal pay the ultimate price for its owner's mistakes, especially when no serious harm has been done.
Therefore, we strongly oppose the decision by Halifax Animal Services to euthanize Brindi, a five-year old mixed-breed spayed female who was seized on July 24 from the home of her owner, Francesca Rogier, of East Chezzetcook.
Brindi has never bitten a human being, nor has she seriously injured another dog. She is generally calm and friendly to people and other dogs. Her behavior on a few occasions, in which she disobeyed her owner and ran to grab a dog by the scruff of the neck and hold, but did not kill or injure, does not warrant a muzzle order. In Halifax city law, the muzzle order is one of six ways to define a dog as dangerous. Animal Services interprets this to meant that any further violation, regardless of nature, permits, even mandates, a summary euthanization order and seizure. If the legal basis is sound, then to avoid the unnecessary loss of life, muzzles should be ordered only when necessary, and after exhausting all other options, such as containment and restraint.
For over a year since her adoption, Brindi has proved gentle and safe around infants, small children, adults, and cats for over a year since her adoption. Her occasional instances of undesirable behavior do not signify unwarranted aggression. This behavior may go back to her youth, when she lived in a place where dogs ran free. Like pack behavior, it may be a means of disciplining or establishing rank and control among dogs. However, this behavior is undesirable in her new community, and it must be corrected. Her owner has agreed to do this with the help of an expert. She has also built a fence to keep the dog from escaping the yard.
We urge Halifax Regional Police Animal Services to accept the offer by Brindi's owner to remedy the situation through training and a boundary fence, so that the community will feel safe and Brindi can go home as soon as possible.
