There are currently over 46 million men, women and children living in poverty and under impoverished conditions in the United States. Our 46 million neighbors, brothers, sisters, mothers and fathers are struggling each and every day to make ends meet, with many not knowing when or how their next meal will come. Even more, an estimated 200 million people, are living without any type or amount of emergency savings. This coupled with any emergent event, such as a job loss or reduction, can and often leads to a disastrous result and hardship.

The United States has implemented many different programs to support and assist these individuals and communities within their impoverish condition; however, poverty prevention and mitigation has commonly been ignored amongst policy makers.

Many families, individuals and communities live under destitute conditions as a result of the suffering from some type of emergent or immediate hardship, such as a job loss or reduction, medical or legal emergency, or virtually any type of loss or casualty. An emergent event, coupled with the lack of maintenance of any savings or emergency fund has caused for these impoverished Americans to often live on the streets and forced to trust and rely upon a system of assistance, far from adequate, sufficient or equitable.

I am petitioning the public to support the enactment of a law (which I have already written), allowing taxpayers (whether employed or not) to save money and generate revenues (interest, dividends) on those savings on a tax deferred basis, wherein the tax deferral will become permanent if the savings, are used for emergency purposes, such as a job loss, employment reduction, legal or medical emergency or any type of financial devastating event.

{There are compliance safeguards embedded within the legislation that would prevent abuse, as well as provisions that would reduce the cost or burden of the benefits afforded through the Act to virtually $0.00, upon the U.S. and its taxpayers.}

This Act would create a mechanism to encourage all citizens to save money for emergency purposes, as well as fully assist in the prevention and mitigation of individuals and families from becoming further impoverished as a result of an emergency situation or event.

I have completed the preparation and editing of the Bill, and am hopeful to have the same sponsored and presented before Congress for vote. It is my hope that others would see the necessity and value of such a law and herein sign my petition for support. The bill and enacted law would not only help those in need, but further support everyone at every level and perceived level of financial security!
