With draw POSTAL BILL AMENDMENT 2006
A move by despotic officials to protect their interest and perpetuate ineffiency, irresponsibility and `deficiency in service’,
Postal Amendment bill (http://www.indiapost.gov.in/Bill2006.html) is a fool hardy step to throttle, healthy competition and also to thwart the growth of the courier Industry. The bill is sponsored by vested interests in the department, most of them having reached the `superannuation’ and retirement stage and would like to continue to perpetuate their hold with additional `Salary’ and also `Pension’!!
The bill is very badly drafted, motivated and comes from a sick mind that believes in using their power. Postal authorities have unnecessarily pressed the panic button and want to protect their chair. Instead of offering better services and also improving their efficiency, they have decided to bring in this bill.
At a time when healthy competition in various sectors has improved the attitude and performance of various Public sector undertakings and understand that if they don’t perform, they will be sick. This step is definitely not conducive.
As T N Seshan – the ex Chief Election Commissioner known for his forthright views stated, Government should not be running 5 star hotels, manufacturing telephones, Watches, et and leave it to private players. Government should only decide policy that is in the interest of Citizens. However he also mentioned that Defence, Foreign affairs, Security and the general welfare of Citizens should be the prime concern.
Gandhiji’s gospel on consumer’s-“A consumer is the most important visitor in our premises. He is not dependent on us, we are dependent on him. He is not an interruption in our work, he is the purpose of it. We are not doing him a favor by serving him, he is doing us a favor by giving us an opportunity to do so" should be the watchword for the Post & Telegraph department that feels threatened.
We are not supporting the courier business and in anyway reckoning their interest but believe in voicing our concern for “Right To choose’ of Consumers being questioned.
Specifically, we object to the following clauses in the bill:
Creation of a separate authority for registration as per Section 6A
When there are other statutes that control business and also activity like the Companies Act, Commercial Taxes and other allied laws. Why should only the Courier Company’s be registered separately and that too being the arm of Government?
Introduction of a new “Universal service obligation” that too specifically to attack private company’s who are expected to pay some amount of their revenue. What is this so called `USB’, what do they get in return? Will Private operators pay and absorb this amount? So what is the intention? Postal department wants to destroy the courier company’s from their business. The best way is to make it really `Universal’ and bring in the Postal department also to this `obligation’ Resultant effect is that the Government Organisation will be closed down.
Further the bill also contains what to carry and what should not be? Why should this be? The provision “Provided further that the Central Government may, by notification, allow, on such conditions as may be specified in the said notification, the conveying of letters beyond 300 grams”
As it is there is a restriction for carrying `letters’ and the courier company’s have cleverly escaped the clause by interpreting it as `documents’ Hence each is trying to outsmart the other and thus increased litigations? Can we knowingly increase the burden of judiciary? Already Citizens are loosing confidence in the Courts because of dilatory and various other reasons.
A new “Postal Services Board” in the place of the present.
For what reason? Once again to foist vested interest and enjoy all perks, privileges at the cost of the Consumer? The appointment is not by qualification but by political interference/
A new Postal Regulatory
The composition of which is totally biased, prejudiced and meant to protect the Postal department, There is absolutely no doubt that vested interests in the Department hold sway and do not believe in others. If these people think that they are so supreme, then why don’t they perform and prove? The authorities who have no enterprise, or agility, ability want to control and usurp powers to the detriment of all others. This should be opposed. It is nothing but a ploy by some officials who are at the retirement stage and want to make a come back. It is obvious. It is also a great pity that in the bargain, they have taken the Parliament, Citizens and experts in the Country for granted. Perhaps these are the same officials who were responsible for the `Emergency’ in the past.
Section 4, 4C and Section 4E is intended to bring in red tap. Not to speak of corruption.
“Mail Dispute Settlement Tribunal”
Wise and welcome. But the composition is again not correct. Why “Additional Secretary” grade everywhere? So looks like lot of Additional Secretaries are retiring and have planned a good comeback in a different role.
The objective also seems to be perverted. How can any Tribunal supersede the powers of Citizens in Democracy and take away the Rights enshrined in the Constitution? Why should not the tribunal take up all issues including Consumer grievances and enlarge its scope. Why should Postal Department get exemption? Under what pretext?
We strongly advocate and also welcome Chapter IXA that gives more scope for Post offices to offer better services.
We strongly demand that the Postal Bill Amendment 2006 be withdrawn in the present format and a new comprehensive and transparent draft be put up so that it does not favor or protect anybody.

Coordinated Action of Consumer & Voluntary Organisations-Karnataka is a newly formed network. As the name itself indicates, it is an effort to bring together like minded organisations in our State to strengthen the Consumer Movement and to support, share, coordinate, consolidate our core strengths.
Social service is not a business proposition and an intention to amass wealth and deceive the society. Therefore, we work with people who have a passion in their avowed areas of work and with a spirit of cooperation, team work and strong bondage.
