Citizens of Avalon for Sustainable Housing (CASH) At the time of the creation of this petition the City of Avalon had not yet approved the Inclusionary Housing Ordinance to outline the process and guidelines for creating affordable middle income housing. Avalon currently only has one strata of a real estate market: Luxury, second home, investment properties - DIVERSITY IS NEEDED!
CASH advocates the approval of the Inclusionary Housing Ordinance with a motion “to establish a body of oversight and implementation, facilitate a balance in the real estate sector, and hold developers and lessors in Avalon accountable for their impact.”
FAILURE of the current process has already occurred. Eight luxury units (Vista Glenar) were built next to the Hotel St. Lauren. There were specific requirements for two middle income housing units to be built as mitigation for the high-class development. The developer failed to build the units and considered selling two of the eight to Islander families who qualified as “middle income”. Two pages of applicant names were taken, there was no implementation process to force the developer to follow through with the plan. City Council approved the acceptance of a mere $260,000 in lieu of the actual two housing units required based ONLY on the developer’s word that no one in town was interested in the discounted homes given the future restrictions on resale.
Hamilton Cove proposes to build 88 more LUXURY UNITS and there is still NO GUARANTEE that the City of Avalon will receive the mitigation it needs with regards to housing, parking, and air pollution concerns. City Council approved the EIR Aug. 7th, we now must call for oversight on the coming development agreement.
