The amendment and application of a community's inalienable right of access to the benefits of land would mean we would finally have Declaration of "Universal" Human Rights.

But whilst Land can be regarded as private property, landless people do not have equal rights to be on the Earth or draw sustenance from its bounty. Land is the heritage of all its human inhabitants. Only by sharing the value of land and its untapped resources, can there be any guarantee of making poverty history. This is clearly different from sharing ‘value added’ by the use of hard work, investment and ingenuity, called upon by socialists, though this need not be totally excluded. Land values, even before the investment upon it, yield enough return to finance public services and a citizen’s dividend. The method, where land has already been privatised is to tax the market rent of land. Where land has not been privatised, it should be leased by the State to those who wish to use it.

33 Nicholas DennysUnited KingdomI fully agree with this. Even, personally, with the use of the word "principal" in the amendment to article 29. However, principal means "most important". I would prefer "essential" to avoid a competition with duties espoused by others, such as "love thy neighbour". Essential in the sense of crucial and necessary, but allowing that there can be other essential duties.

I alos want to stress that, for me "the community" includes the other life forms who share the earth with us and with whom our fortunes are inextricasbly linked. These sentiments are endorsed in the Document of Human Responsibilities for Peace and Sustainable Development ( UN General Assembly Resolution 42/187, 11 Dec. 1987 ) Artcle 12, reads "Human being have a continuing responsibility when setting up, taking part in or representing social units, corporations and institutions, whether private or public.... to promote peace and sustainability ,......including the fostering of awareness of the interdependence of human beings among themsleves and with nature "
