(Content and link of this page are to be sent through email to the Cabinet Secretary and Secretaries of Empowered Committee who have been appointed for processing 6th Pay commission recommendations) Respected Sirs, At the outset, we the members/readers of GConnect, appreciate and thank the Government for the efforts taken so far in implementing the Sixth Pay Commission recommendations. The following points are our genuine suggestions and demands with regard to 6CPC. We strongly believe that each of these points has a rationale behind it, and we humbly request you to consider these points while implementing the Pay Commission. 1. The following demands put forth by Confederation of Central Government Employees may please be considered. (a) Inclusion of DA on DP (i.e. 12%) in the construction of Pay bands and consequently in the fixation benefit. (b) The defect in the computation of minimum wage with special reference to the price differential of WSP and retail price and the exclusion of 25% and 10% meant for various expenses; social obligation; old age social security; housing etc.. The fact that had the minimum wage been computed with reference to 5th CPC formulation it would have been far greater than Rs. 5740. ie. It would have been Rs.7400. (c) The discrimination in the fitment benefit between the officers and employees ranging from 181% to 15% and the need to accept the suggestion of the Staff Side for a minimum benefit of 2.625 times of basic pay in the fitment formula. (d) The necessity of affording a minimum benefit of 10% on promotion in the background of the fact that the recommended benefit of 2.5% would be too low and would even result in the reduction of take home salary on promotion, especially in the case of person who are perforce transferred out on promotion. (e) Parity in pension of pre-1996 and post 1996 retirees; discrimination in the grant of family pension; minimum pension and revision in exgratia to SRPF/CPF retirees. 2. Pay scales applicable to employees of CSS may be introduced to the similarly placed employees working field offices/subordinate offices of central govt. 3. Annual increment rate may be fixed minimum 3.5%. 4. Adhoc bonus may be regularized. 5. ACP may be revised from 2 to 3. 6. Group \'B\' gazetted grades may not be clubbed with NGO. Those who have put more number of years may be given extra percentage in pension. 7. Transport allowance and City compensatory Allowance may not be combined. 8. PB-3 is the only band where for S-26 & S-27 the initial pay in the revised scale is less than that in the pre-revised scales e.g. 16,400-20,000 revised to 15600 - 39,100. PB-3 should, therefore, be split or a new pay band be given to the upper scales of PB-3 (14300
