this petition is to modify the existing by laws to: 1. Change the eighteen percent late fee to one percent for late dues and not impose legal fees nor foreclose on homeowners except to lein the home. 2. Board members cannot make any further financial decisions over three thousand dollars per year without the vote of the homeowners by fifty percent. 3. Vision HOA Board cannot place legal action nor foreclose on a homeowner except to place a lein for owed dues. 4. Any excess funds from rentals by the HOA will be used to pay any debts owed by the homeowners and or distributed back to the homeowners and or to decrease the monthly maintenance fees. 5. Vision Board cannot make any dues increase without the voting and written consent of sixty percent of the homeowners. 6. modify the six months dues to be paid up front to monthly dues and the Board not imposes restriction on how the dues are paid allowing. 7. The vision HOA board shall not impose any late fees or legal charges against any homeowners that are ninety days in arrears. 8. The HOA vision Board shall not increase dues to other homeowners due to some homeowners who are delinquent in their dues to make up the deficiency in the budget. 9. The HOA Vision Board shall not use vendors that they have a personal interest in. 10. The HOA vision Board shall post all meetings and notices on a web site for Vision One and also a video of all meetings for homeowners to view online if they are not able to make the meetings. 11. Any insurance proceeds that is received by the HOA from any insurance company for any reason shall be distributed to the homeowners or the homeowner that has placed a claim to the insurance company by the HOA. 12. Modify homeowners from having two pets to four pets allowed up to eighteen pounds in weight. 13. The Homeowner is allowed to paint their patio deck the color they want and inner walls of the patio.
