In 2008 the Drainage Authority stepped in to manage water runoff and watershed. In past years the city of Grand Junction has been facing flood issues after enduring storms. The drainage system is underequipped and unable to handle a vast amount of water. To cope with this problem the City of Grand Junction, the City of Fruita, the Town of Palisade, Mesa County and the Grand Valley Drainage District have come together to handle the problem. From this partnership grew the 5-2-1 Drainage Authority. The 5-2-1 DA complies with NPDES and other environmental regulations and informs the public about stormwater quality and projects. This establishment allows the environmental protection and regulation of our river system.

This establishment requires a large amount of funds from the residence of the lands covered by the 5-2-1 DA. The standing issue is the unlawful and unconstitutional taxation of the residence in the City of Grand Junction and surrounding areas. The areas that have partnered have created the 5-2-1 DA as a way to sidestep political jurisdiction and to cheaply be in compliance with the Clean Water Act. The fee that is placed upon the people of the designated area are being taxed without legal causation or proper representation. This is a major issue in the City of Grand Junction and surrounding areas because it is unlawful.

Our goal is to have the 5-2-1 DA comply with legal procedures to fairly represent the people. The fee is a necessity for the cities to protect their environment and our residence. Lets do things legally.
