PETITION BY ITASCA COUNTY RESIDENTS AND PROPERTY OWNERS TO BOARD OF COMMISSIONERS

Whereas:
A. Excelsior Energy’s plan to build coal gasification power plants north of Taconite (Mesaba Project) would affect our County in the following negative ways:

1) the risk of substantially increased property taxes in the event that the Project cannot repay debt incurred for its benefit by the County or its Railroad Authority;

2) loss of recreational opportunity, including the Canisteo Pit and hunting land and snowmobile trails on the plant site;

3) fish and water contamination due to mercury in the air emissions and the discharge water;

4) loss of use of clean Canisteo water to improve the quality of Trout Lake;

5) air contamination and resulting illness and death and medical costs due to emitted pollutants; and

6) loss of private property for roads, railroads, water pipelines, high-pressure natural gas pipeline, and high-voltage electrical transmission lines by eminent domain for the benefit of a for-profit corporation; and

B. These negative costs are not outweighed by the uncertain economic benefits promised by the Project;

THEREFORE THE UNDERSIGNED RESIDENTS AND PROPERTY OWNERS OF ITASCA COUNTY HEREBY PETITION THE BOARD OF COMMISSIONERS TO ADOPT A RESOLUTION OF OPPOSITION TO THE MESABA PROJECT.
