It has always been the case that you'd keep your 150x300 avatar, even after your cyan/premium running out, until the third of March, 2014. This was a disappointment for everyone, and some people stopped buying premium, because they liked the big avatar feature the most, but now it'd be only temporary.
The base has changed a lot lately, and the staff does lot of stuff to keep the base lively, especially since the ending of Naruto. The base should only become better, and being able to keep the large avatar, even after premium/cyan expiring would be a good way to do that.
