The first Ten Amendments of the Bill of Rights in the US Constitution are deemed as Natural rights, rights that are supremely recognized by the government that the government can neither grant nor revoke for any reason. These natural rights are basic to civility and are universal to all citizens since the foundation of this nation. Whether you believe that these rights are endowed by ones Creator or you do not ascribe to the notion of a Higher Being, i.e. a Creator but believe that the core of this ideology is a bare necessity to a Democratic Republic which ensures maximum checks and balances, is immaterial since the end result is the same; safeguarding certain inalienable rights being recognized by the government and all other citizens of the United States of America in which the government can neither grant or revoke for any reason. This proposed amendment is a petition which would create an additional amendment to the US Constitution that would recognize another natural right since it is by this proposed natural right from which we earn our livelihood and it is the recognition of this proposed natural right which goes hand in hand with the all the other natural rights and helps us, as individual American citizens through the equality of opportunity both pursue and partake in "Life, Liberty, and the pursuit of Happiness". It, therefore, is reasonable to conclude that this is a natural right that needs both recognition and a safeguard guarantee that no individual nor government of this nation can ever infringe upon. To this end, to guarantee that the individual American citizen’s livelihood from which they earn from their participation in the labor force, in performing work that earns money, This petition seeks to propose an 9% single, non-progressive tax that all areas of federal government have to function in. All other taxes would be nullified and suspended. The federal government could decide whether it wanted this tax to be levied as a sales tax only or an annual tax off of the individual American citizen’s annual earnings. The federal government could decide whether it wanted to split this up, for example 5% annual tax with a 4% sales tax but the combined federal tax could never exceed 9% for any reason. There would be no loopholes, deductions, tax credits or refunds. Additionally this petition also places a single and non-progressive tax cap of 6% on all states. That no state tax can ever exceed 6% for any reason. The states could decide whether it wanted to split this up, for example 2% annual tax with a 4% sales tax but the combined state tax could never exceed 6% for any reason. Thus making the maximum taxes any American citizen would have to pay would never exceed 15%. This tax would be applied to all individuals (both naturalized and unnaturalized citizens) who both purchase goods and or earn money in the United States of America. This petition would be to create a new amendment to the constitution that could never be ratified, changed, overturned, modified, reinterpreted, et al. It would be standing and absolute. This proposed amendment would ensure that the power of the federal government stays within the constitutional boundaries that the founding fathers intended. To ensure it shall pass, this proposed amendment will solely depend upon your willing participation. No elected public servant will willingly sign off on this: so as a tax payer and their employer this will take a concerted effort of individual American citizens to get this petition out and as constituents (their employers) force it before your elected public servants to pass. Everyone who benefits from the system being the way it is currently will offer both opposition and reasons why this will not work. The stark reality is, it is your money, not the state or federal governments’. For the state and federal government to continue to raise taxes, without cutting spending, capping and reducing the debt ceiling and seeking to eliminate our national debt should be considered as an act of economic terrorism as it will weaken this nation and make it more vulnerable to attack and hostile takeover. Such actions by the state and federal government should not be tolerated, they wouldn’t run their individual households or personal business this way, and they should not be allowed to manage the people money in such an irresponsible fashion either. This proposed amendment would prevent special interest groups, lobbyists and those seeking to further a political agenda through the rule of law from using your money to further their causes. It restores the natural liberty of every individual American citizen and ensure that their tax dollar would be used wisely and for the nations common good, rather than empowering one certain special interest groups, lobbyists and those seeking to further a political agenda to force another special interest groups, lobbyists and those seeking to further a political agenda or individual American citizen to pay for their agenda or political cause. If you are concerned about the waste and uncontrolled spending of the state and federal governments, I urge you to get this petition out. Additionally I am asking for individual gifted in creating financial plans to help fill in the blanks of this proposed amendment; specifically, how we take our current system and condense it to this over the next 5 – 7 years. Some experts will say that is not enough time but I disagree, I believe that is an excuse. We are Americans, we are known for thinking out of the box, coming up with successful ways in doing things that others and experts said would fail. We all can think of ways this proposed amendment could fail, and that doesn’t take a lot of creativity, imagination or intelligence to find ways of failure, but I am looking for ways that this can both succeed and be implemented within that given time frame.
