to Protect Children and sometimes that may not always be the case.
Law to be passed in All 50 states
Harley's Law
Pushing for Barriers of Protection for swimming pools.(Both public and private)
Not just for swimming pools but also spas, home ponds and fountains.
No Pool will be left uncovered or unguarded or unalarmed.
Barriers for pools
All Pools must be required to have pool fences around them.A barrier that is 5 to 6 ft high,non climbing or attractive to young children.Fence gates should be self closing and self latching,the gate should be well maintained as to close and latch easily and out of reach of young children.
The fence or other barriers
should be at least 5 feet high.
It should have no foot- or handholds that could help a young child to climb it. Vertical fence slats should be less than 4 inches apart to prevent a child from squeezing through. If the fence is chain link,then no part of the diamond-shaped opening should be larger than 1-3/4 inches.
DOOR ALARMS
If the house forms one side of the barrier,then doors leading from the house to the pool should be protected with alarms that produce an audible sound when a door is unexpectedly opened.
Install an alarm that can be temporarily turned off by an adult for a single opening of the door by using a keypad or switch that is out of a child’s reach. The keypad switch can be used by adults who wish to pass through the door without setting off the alarm. It should be placed high on all doors leading from the house to the pool. An alarm signal immediately tells a parent that a door has been opened.
POWER SAFETY COVERS
Power safety covers over the pool .
A power safety cover should meet the requirements of the ASTM pool cover standard that addresses labeling requirements and performance.ASTM requires that a cover withstand the weight of two adults and a child to allow a rescue should an individual fall onto the cover. The standard also requires quick removal of water from the cover. A young child can drown in just inches of water. A power safety cover is a motor powered barrier that can be placed over the water area. Motor-driven covers easily open and close over the pool. When the power safety cover is properly in place over the pool, it provides a high level of safety for children under 5 years old by inhibiting their access to the water.
ABOVE-GROUND POOLS
Steps and ladders leading from the ground to the pool should be secured and locked, or removed when the pool is not in use.
Pool Alarms
Underwater pool alarms since they function when used in conjunction with pool covers.Use a remote alarm receivers so the alarm can be heard inside the house or in other places away from the pool area. Pool alarms must meet A.S.T.M. standards and be UL tested by Underwriters Labs.
All pools must be kept in proper working order or done away with and the owners must receive stiff fines for not following rules.
Pool Owners should have a CPR certificate signs showing CPR should be posted around pool along with emergency phone numbers and working telephone. Other signs should be posted such
as no diving in shallow waters only for pools 5ft deep and under.
Special discounts should be given to homeowners on
their homeowners insurance if they follow these rules.
A pool safety video should be mandatory for all new purchases of swimming pools including both in ground and above grove pools, spas, home ponds and fountains.
This law will not allow any grandfather clauses.
This Law should be made national in all 50 states.
One law to govern over all pools would make it safer for all children. Make pool owners responsible if they do not follow law
The Key to preventing such accidents is Barriers of protection for swimming pools, with barriers we can reduce to drowning rate. We will never be able to wipe out drowning but we can reduce the rate by making sure that Harley's Law is passed. |
